Medina city income tax: the short version

  • Rate: 1.25%.
  • Who collects it: RITA, the Regional Income Tax Agency. The city doesn’t collect it. Your Medina return is a RITA Form 37.
  • Who files: every Medina resident aged 18 or over. You file either a return or, if none of your income is taxable, RITA’s Declaration of Exemption.
  • Deadline: April 15. A federal extension automatically extends your Medina return to October 15, but any tax owed is still due on April 15.

Work outside Medina? You probably still owe Medina

This surprises a lot of people. Many cities give residents close to a full credit for tax paid where they work. Medina’s credit is 25% of its tax above 0.50%, so it can never be more than 0.1875% of your income.

An example: you earn $60,000 and work in Strongsville.

  • Strongsville withholds its 2.0%: $1,200.
  • Medina’s tax on the same pay is 1.25%: $750.
  • Medina’s credit is 25% of the tax above 0.50%, which is 25% of $450: $112.50.
  • You still owe Medina $637.50, unless your employer also withholds Medina tax for you.

If you expect to owe Medina $200 or more for the year, the city expects estimated payments during the year. We work this out when we prepare your return, so April doesn’t bring a surprise bill.

What Medina taxes, and what it doesn’t

  • Taxed: wages, self-employment and business income, and net rental income. Your 401(k) and other retirement-plan contributions are taxed too, even though they’re not taxed on your federal return. RITA generally uses the Medicare wages figure (box 5) on your W-2.
  • Not taxed: Social Security, pensions and other retirement benefits.

School district income tax

The Medina City School District has no school district income tax. If you live in the Cloverleaf Local School District, you owe Ohio’s school district income tax of 1% on earned income. It’s filed with the state, not with RITA, and we prepare it with your Ohio return.
