Cleveland city income tax: the short version

  • Rate: 2.5% for 2026.
  • Who collects it: the Central Collection Agency (CCA), which collects Cleveland’s income tax. Your return is the CCA Individual City Tax Form.
  • Who files: Cleveland has mandatory filing: every resident files either the CCA Individual City Tax Form or an exemption certificate. Retirees and residents under 18 for the whole year use the exemption certificate.

Work outside Cleveland? The credit usually covers it

Cleveland’s credit is a full credit for the tax you pay to the city where you work, counted up to 2.5% of that income.

An example: you earn $60,000 and work in Akron.

  • Akron withholds its 2.5%: $1,500.
  • Cleveland’s tax on the same pay is 2.5%: $1,500.
  • Cleveland’s credit: $1,500.
  • You owe Cleveland nothing more: the credit covers the whole Cleveland tax.

The same $60,000 of wages earned in other nearby cities, and what you’d still owe Cleveland after its credit:

School district income tax

The Cleveland Metropolitan School District has no school district income tax, and none of the school districts based in Cuyahoga County charges one in 2026.

What’s different about Cleveland

Cleveland’s income tax is collected by the Central Collection Agency (CCA), which also collects for its other member cities. Filing is mandatory for Cleveland residents, so a retired resident still files, using the exemption certificate instead of a return. Cleveland gives a full credit, up to 2.5%, for tax paid to the city where you work.

What Ohio law sets for Cleveland

Ohio law sets these for Cleveland as for every other city. The tax covers wages, including your 401(k) contributions, plus self-employment and net rental income, but not Social Security or pensions. Returns are due April 15; a federal extension moves the filing date but not the payment date. If you expect to owe $200 or more, you make estimated payments during the year. Our guide explains these rules.
